Dissemination of Evaluation approaches using the Tori Dey method: eBASE signs partnership with DEval.

Oct 27th 2025

eBASE Africa has recently signed a memorandum of understanding with the German Institute for Development Evaluation, DEval which will run till December 2026 and will see Tori Dey being used to disseminate evaluation approaches. Both parties intend to collaborate on the scientific investigation, development, and global dissemination of local and inclusive evaluation approaches, including those that build on the Storytelling Technique like the Tori Dey Method developed by eBASE, thereby strengthening evaluation and scientific capacities by applying a south-south-north exchange format among partners from Africa, Asia, and Latin America while positioning Tori Dey as a legitimate and innovative research method for global use.

Through this partnership, the partners also intend to:

  •  Collaboratively engage with counterparts to enhance the south-south-north exchange of knowledge, experiences and competencies related to evaluation and capacity development.
  •  Make lessons learned, joint products and formats available to a broad, global audience.
  •  Jointly develop a comprehensive theory of change for Tori Dey as a research method, including its epistemological underpinnings, use cases, and methodological rigor.
  •  Develop a theory of change for Tori Dey and collaborate to see how best to use AI in storytelling.

DEval is a German based agency which aims to make German Development corporation more effective and to increase transparency in the use of public funds. Amongst others, DEval seeks to investigate, strengthen and disseminate innovative and local evaluation approaches with an inclusive, participatory methodological focus.

This partnership at a time like this is important as the constant need to communicate research evidence with the non-literate communities keeps growing.
