Project: Wakka Inclusive Njangi: Empowering Families of Persons with Disabilities in the Centre and South Regions of Cameroon 
 
Information / Background 
 
eBASE Africa, in partnership with Christian Blind Mission (CBM), is implementing the “Wakka Inclusive Njangi: Empowering Families of Persons with Disabilities”. This project seeks to improve and strengthen the economic resilience and inclusion of families of children with disabilities by promoting community-owned Njangi models integrated with evidence-based decision-making and inclusive financial practices in the Centre region (Lékié and Mefou- et - Akono Divisions) and South region (Vallée- du- Ntem Division). To inform implementation, ensure economic viability, and reduce market risks, the project requires a focused market and value-chain analysis to identify 2–3 priority business pathways that: 
 
Rely on locally available raw materials 
Are resilient to shocks (price, transport, supply) 
Are accessible to households affected by disability 
Can be supported through skills development and modest startup capital 
 
The findings will guide livelihood selection, training design, and market linkage strategies during project implementation. 
 
 
 
PURPOSE OF THE CONSULTANCY 


To engage a qualified consultant to conduct a comprehensive market assessment and value chain analysis that will: 
Identify viable livelihood and income-generating opportunities for families of persons with disabilities (PWDs) 
Map inclusive vocational training options accessible to PWDs 
Provide evidence-based recommendations to inform program design and implementation decisions by eBASE Africa and partner Organizations of Persons with Disabilities (OPDs) 
 
 
OBJECTIVES OF THE MARKET ASSESSMENT 
 
3.1. Overall objective  
 
This study will provide evidence-based recommendations on priority livelihood pathways suitable for family-based entrepreneurship under the Wakka Project in the Centre and South Regions of Cameroon, to inform OPDs and eBASE Africa’s project decisions. 
 
3.2. Specific Objectives 
 
3.2.1. Market Analysis: Identify and analyze viable business and income generating opportunities for Persons With disabilities including trends, demands and Socio-economic feasibility in the Centre and South Regions, with guidance from the following: 
 
Map locally available raw materials and assess their seasonal availability, accessibility, and cost. 
Analyse end-to-end value chains (inputs, production, processing, distribution, markets) for selected sectors. 
Assess market demand and market channels (local, regional, and where relevant, diaspora markets). 
Identify barriers and enabling factors affecting participation of households with persons with disabilities, including the role of digital marketing. 
Conduct a comparative assessment of potential business options. 
 
3.2.2. Vocational Training Mapping: Develop a directory of inclusive vocational training centers accessible to Persons With Disabilities, detailing location, accessibility, specialization, and capacity for inclusive skills development. 
 
3.2.3. Regional Market Dynamics Assessment: Provide a brief analysis  of regional market trends, risks, and opportunities relevant to entrepreneurship and livelihood activities for Persons With Disabilities. 
 
3.2.4. Inclusive Health Insurance Mapping: Assess existing healthcare payment by families, including experiences with catastrophic payment. Identify available inclusive micro-insurance products and providers that can support livelihood resilience, including mechanisms for partial payment of medical bills to reduce out-of-pocket expenses for households of Persons With Disabilities. 
 
3.2.5. Evidence-Based Recommendations: Provide practical guidance to OPDs and eBASE Africa on business ventures and vocational training pathways to prioritize for support and investment, ensuring interventions are contextually feasible and disability-inclusive. Recommend priority business models with clear justification for inclusion in the project. 
 


Key Analytical Questions 
 

The consultancy should address the following questions: 
Which raw materials are locally available , affordable(price ranges), and stable across seasons in the target regions? 
Which value chains have low entry barriers for families having a person or persons with disabilities ? 
What are the cost structures, margins, break-even points and risks across each value chain ventures? 
What existing skills, assets, local knowledge and community structures can be leveraged to support sustainable businesses for Persons with Disabilities and their families? 
Where are existing market gaps or unmet demand within the local and regions markets and which products or services shows clear demand but limited supply? 
What informal and formal financial mechanisms (e.g. Ecobank Elevate, community savings, social networks) influence market access? 
Which livelihood  pathways show the greatest potential for scalability, sustainability and resilience based on market demand, cost structure, inclusion potential, and risk profile within the project timeframe? 
 


Scope of Work / Tasks 

5.1. Geographical Coverage 
The assessment shall be carried out in the following project areas: 
Centre Region: Lékié and Mefou-et-Akono Divisions 
South Region: Mvila Division 
 
 
5.2. Methodology /Approach 
 
A detailed methodology to be proposed by a consultant indicating study methods and limitations. 
 


DELIVERABLES AND OUTPUTS 
 

The consultant will provide a comprehensive market assessment report with tangible details that will inform both eBASE Africa and the relevant OPDs on viable livelihood opportunities and inclusive vocational training options available for persons with disabilities and their families in the Centre and South Regions of Cameroon. 
6.1. Inception Package 
Detailed work plan and timeline 
Methodology or matrix 
Data collection tools and instruments that clearly demonstrate an understanding of the assignment and the values of eBASE and CBM 
Schedule of activities, including field visits and stakeholder consultations 
6.2. Draft Market Assessment Report (15-20 pages) 
The draft report must include: 
Market Analysis: Identify business areas suitable for persons with disabilities, based on current market trends, socio-economic conditions, and feasibility. 
Vocational Training Directory:  List of accessible training centers, locations, accessibility status, and areas of specialization. 
Regional Market Dynamics Brief: Summarize opportunities, risks, and gaps in entrepreneurship within the Centre and South Regions. 
Health Insurance Services Mapping 
Identify available inclusive micro-insurance products and providers that can support livelihood resilience for PWDs, including partial coverage schemes to reduce out-of-pocket medical costs. 
Comparative Analysis: 2-3 evidence-based priority business ventures with comparative analysis and clear justifications for inclusion. 
6.3. Business Opportunity Briefs (approximately 5 pages each) 
Each brief should include: 
Raw materials and sourcing 
Production process 
Cost and revenue estimates 
Key risks and mitigation strategies 
Disability inclusion considerations 
6.4. Validation Workshop Deliverables 
Facilitation of validation workshop 
Workshop proceedings and documentation 
Attendance sheets 
Photographic documentation 
PowerPoint presentation summarizing key findings for stakeholders 
6.5. Final Report 
Incorporation of feedback from stakeholders and validation workshops 
Actionable recommendations for inclusive income-generating activities (IGAs) and vocational training pathways for PWDs and their families 
Structured, donor-ready format with clear graphs, tables, and maps 
Anonymized data and field notes generated during the consultancy 
6.6. Final Presentation 
PowerPoint presentation for eBASE Africa and OPDs summarizing: 
Key findings and recommendations 
Actionable implementation steps 
 


Duration and Timeline 


Call for tender: from 19th January 2026 to 30th January 2026.  
Consultancy period: 4th to 16th February 2026  
Expected completion and submission of all deliverables: 16th of February 2026  
  
 


Required Qualifications and Experience 
 


Master's or PhD in economics, social sciences, development studies, or related fields 
Proven experience conducting market assessments, livelihood surveys, or inclusive development project studies or research, especially with persons with disabilities 
Strong skills in data collection, analysis, and report writing 
Experience in stakeholder engagement and facilitation 
Knowledge of disability-inclusive approaches and ethical research practices 
Fluency in French (required) 
Knowledge of local context in Centre and South Regions of Cameroon (preferred) 
Experience working with Organizations of Persons with Disabilities (preferred) 
 
 


MANAGEMENT AND REPORTING 


Direct Supervision: Consultant reports to the Project Coordinator/Program Manager of the Wakka Project

Technical Oversight: Provided by eBASE Africa MEL Officer and CBM Programme Officer. 


ETHICAL CONSIDERATIONS AND SAFEGUARDING 


All consultancy activities must adhere to the following principles:

 
Safeguarding Policies: Full compliance with eBASE/CBM safeguarding policies, including informed consent, confidentiality, and disability inclusion 
Do No Harm Principle: Must be respected at all times throughout the consultancy 
Informed Consent: All research participants must provide voluntary informed consent; appropriate accommodations must be made for persons with intellectual or psychosocial disabilities 
Confidentiality and Data Protection: Protection of personal data and participant identities; secure storage and ethical handling of all data 
Accessibility: Research tools and processes must be accessible to persons with diverse disabilities 
Meaningful Participation: Persons with disabilities should be meaningfully involved in the research process where possible 
The consultant must demonstrate understanding of these principles in their technical proposal and provide a brief safeguarding protocol in the inception report. 
 


Payment / Remuneration 
 

Payment will be linked to approved deliverables as follows: 
 
30% upon submission and approval of Inception Report 
40% upon submission and approval of Draft Report 
30% upon submission and approval of Final Report 
All payments are subject to satisfactory quality and timely delivery of outputs.
