IMPROVING TEACHING AND LEARNING THROUGH PERFORMANCE BASED FINANCING(PBF) IN CRISIS REGIONS OF CAMEROON THE CASE INNOVATION AND BEST PRACTICES

This project delves into improving the performances of schools in crisis affected regions of Cameroon  (Northwest and southwest regions). Many schools may like to improve teaching and learning process but most often they lack the resources and necessary motivation to do so.

Many schools may like to improve teaching and learning process but most often they lack the resources and necessary motivation to do so. The financial incentives by use of a five-category set of indicators for which upon achieving, results in payment depending on the level of achievement of the indicator. These indicators include; Inclusion of schools, Access and retention of pupils, Quality of education, Governance, School security and Safety. Inclusion of schools deals with the criteria for including the school into this program one of which involves making an improvement plan for which an entry premium is granted. Access and retention deals with the different approaches used to encourage pupils to come back to school and remain in school. Quality of education going in to ensure that the teachers show up and carry out effective teaching and learning in the classroom. Governance ensures the smooth administration of the school. And finally school safety and security being ensured by the existence of alert/ warning systems, programs promoting hand washing and sanitation. For the attainment of these indicators, the outcome from a qualitative analysis gathered from the following innovative approach stakeholder sessions which aids in measuring acceptability, feasibility of the project,  focus group discussions  in gathering ideas and beliefs, storytelling events used in reaching out to the people in the community encouraging them to send their children back to school by disseminating evidence gathered to the non-literate part of the community using support from our intervention and lastly radio programs to sensitize the general public on our intervention for the return of children back to school. Aside from all this, coaching sessions from Contracting and verification agency will be given to headteachers every month to ensure the achievement of these indicators.
